Project Description

John Gladki was the principal consultant to the Polish team responsible for developing an assessment of municipal management capabilities and preparing institutional development plans for 33 local governments in three regions across Poland. The overall objective of the project was to help strengthen the administrative and technical capabilities of Polish municipalities in preparation for entry to the European Union. The project included conducting surveys of all participating municipalities to evaluate how they compare to best practices for the delivery of municipal services in other parts of the world. These assessments were presented and discussed at a series of workshops with municipalities to address deficiencies by formulating a series of strategic initiatives.
