John Gladki provided expert testimony on behalf of the Town of Richmond Hill in support of their approved Official Plan policies as they affect this site and in opposition to a development proposal that significantly increases density and reduces separation distances between tall buildings. The site is located in the Downtown Local Centre, Civic District. The Town’s Official Plan policies rely on the Downtown Design and Land Use Strategy to guide decisions on development proposals in the area prior to the completion of a Secondary Plan. As part of his evidence, John explained the implications of the policy context and the guidelines for development on the site. The Board relied on John’s evidence to rule in favour of the Town’s position and reject the application.
