John Gladki provided expert testimony on behalf of the Town of Richmond Hill in support of their approved Official Plan policies as they affect this site and in opposition to a development proposal that significantly increases height and density. The site is located in the Yonge/16th Key Development Area (KDA). GPA were the lead consultants for preparing a background study for the area in support of Secondary Plan policies to be drafted by the Town. As part of his evidence, John explained the implications of the policy context and the background study on the proposed development. A particular concern was the need to implement a local road system for this quadrant of the KDA. In its ruling the Board accepted the testimony of the Town’s witnesses regarding the need to modify the proposal to accommodate a road along the southern edge of the property.
