John Gladki provided expert testimony on behalf of the Town of Richmond Hill in support of their approved Official Plan policies as they affect this site and in opposition to a development proposal that significantly increases height and density. The site is located on Richmond Hill’s historic main street and is designated Downtown Local Centre, Village District in the Official Plan. The Town’s Official Plan policies for the Downtown Local Centre rely on the Downtown Design and Land Use Strategy to guide decisions on development proposals in the area prior to the completion of a Secondary Plan. Important considerations for the site include the retention of heritage buildings, compatibility with historic main street character and protection of views towards the iconic church steeples located in the area. As part of his evidence, John explained the implications of the policy context and the guidelines for development on the site.
